Definitions of Out-of-School Time Workforce Elements

Apprenticeship/ Mentor: Apprentices involve on-the-job training and associated education where workers learn the practical and theoretical aspects of a profession.

Career Lattice and Pathways:
 A career lattice link professional roles, competencies, and salary ranges. It also articulates: (1) job category or level; (2) qualifications, including experience, education and certification; (3) knowledge; (4) advancement options (how one moves through the lattice); and sometimes (5) compensation levels or recommendations.

Credential/Certificate: 
A certification that recognizes an individual’s performance based on a set of defined skills and knowledge. Credentials define the types of training (based on core competencies), the number of hours of training, and the evidence of skill development required for the job.

Core Competencies:
The basic skills and knowledge a provider needs be a proficient OST or youth worker. Core Competencies that define what staff need to know and do to work effectively with children and youth. Compensation: Strategies, including state policies, which increase an employees pay and/or benefits.

Higher Education:
Opportunities and degree programs offered by higher education intuitions

Registry:
A mechanism for tracking and storing training accomplishments. A Professional Registry documents all relevant training and education completed by members of the field.

Scholarship Programs/Stipends:
Provides opportunities for school age providers to access higher education opportunities and complete a career path.. Scholarships support candidates to achieve professional development and credentialing and gives them an incentive to enroll in professional programs.


Training System:
Is grounded in the core competencies and is responsive to the diverse nature of the workforce. 

Training and Trainer Approval System:
Ensures the quality of both the content and delivery of training.
